Your mentor, your site, and your hours in West Virginia
Excelsior does not assign you a mentor or find you a practice-experience site, in West Virginia or anywhere else. Here is how licensed nurses across the state line up the mentor, the site, and the project.
The three things Excelsior leaves in your hands
Excelsior's graduate nursing degrees are indirect care, and the capstone in each one is built around a practice experience rather than bedside work. The university provides no clinical instruction in any School of Nursing program, so you need three yes answers before your capstone term opens: a master's prepared nurse willing to mentor you, a West Virginia agency willing to host you under an affiliation agreement, and a project both of them accept. Faculty approve what you bring them.
Excelsior's word for that volunteer is mentor, not preceptor. Students say preceptor anyway, because that is what every other nursing program calls it, and mentor vs preceptor sorts out the difference. One clarification: Excelsior does arrange clinicals for its prelicensure Hybrid BSN in Florida and its associate program, so this page is written for RN-to-BS and master's students, who get none of that.
The West Virginia RN Board and your license
The regulator that matters is the West Virginia RN Board, known for years as the Board of Examiners for Registered Professional Nurses. You are already a licensed RN, so the question is not advanced practice scope. It is whether a host agency can verify a clear, current license.
West Virginia licenses run on an even-year cycle that closes June 30, with renewal opening in spring through the board's Nurse Portal. Confirm the current window on the board site, because a license that lapses mid-capstone stops your hours. Hosts check you through the free license lookup or a Nursys verification.
West Virginia participates in the Nurse Licensure Compact and issues multistate licenses to nurses whose primary residency is West Virginia, subject to the compact's uniform requirements, including a fingerprint background check. In a state this narrow that comes up constantly, since nurses around Huntington, Wheeling, and the Eastern Panhandle work across a line. Out-of-state practice experience covers those cases.
Who qualifies as a mentor, and where they work here
The bar is expertise, not title. Your mentor holds at least a master's degree and works in what you are studying: a nurse educator for education, an informatics or clinical systems lead for informatics, a manager, director, or quality lead for leadership. Faculty review the resume you submit and approve or decline it.
Those people cluster in a short list of systems and campuses here, and the state is small enough that a warm introduction travels fast. Match the setting to your track: education, informatics, or leadership.
Where West Virginia mentors actually sit
- Hospital systems. WVU Medicine, anchored by J.W. Ruby Memorial Hospital in Morgantown and reaching Bridgeport, Parkersburg, Martinsburg, and Wheeling. Vandalia Health, which joined CAMC in Charleston, Mon Health in Morgantown, and Davis Health System in Elkins. Mountain Health Network in Huntington, with Cabell Huntington Hospital and St. Mary's.
- Nursing programs. West Virginia University School of Nursing in Morgantown, Marshall University in Huntington, Shepherd, Fairmont State, West Liberty, Wheeling University, the University of Charleston, Bluefield State, and West Virginia Wesleyan.
- Public health. The West Virginia Department of Health and its Bureau for Public Health, plus county agencies such as Kanawha-Charleston, Cabell-Huntington, Monongalia County, and the Mid-Ohio Valley Health Department.
- Health IT. The West Virginia Health Information Network, the statewide health information exchange, plus informatics, clinical applications, and analytics teams inside the larger systems. Payers count too, including The Health Plan in Wheeling.
- Federal and rural settings. VA medical centers in Clarksburg, Huntington, Martinsburg, and Beckley, health centers such as Community Care of West Virginia and Valley Health Systems, and critical access hospitals through the coalfields. Rural sites are often the easiest yes, because a well-scoped project is genuinely useful to them.
The site, the affiliation agreement, and CastleBranch
A willing mentor is half of it. The agency hosting your project has to be under an affiliation agreement with Excelsior before any hours count. In West Virginia that starts with a nurse executive or a hospital education department.
Give it time. Agreements between a university and a health system move at legal-department speed, and a first one with a small county health department takes longer than one with a system that signs a dozen a year. How the affiliation agreement works explains what a site actually takes on.

What the hours add up to
Each MSN capstone carries 135 practice-experience hours. That is one capstone course, not a running clinical total, and it is the number your mentor and your site are agreeing to. Across a term it works out to roughly ten to fifteen hours a week, which is how students keep working full time.
RN-to-BS students carry about 90 hours, split across two 45-hour courses. Smaller footprint, tighter scope, usually an easier ask. RN-to-BS practice experience, practice-experience hours, and capstone project have the rest.
Say plainly that a practice experience is not a clinical rotation and not direct patient care. That sentence removes the biggest objection you will hit, because the person across the desk is picturing supervision liability nobody is asking them to take on. The difference between the two gives you the wording.
Remote, hybrid, and the drive across West Virginia
Geography matters here. Getting from Welch or Petersburg to a system hub is not a quick errand, and mountain winters make a rigid on-site schedule fragile. Indirect care work bends. Curriculum design, a workflow analysis, a quality dashboard, a policy revision: much of that happens at a keyboard, with on-site time saved for observation and rollout.
Confirm it, do not assume it. How much remote time counts is your faculty's call and your site's call, not ours, so settle it in writing before you build a schedule around it.

How far ahead should I start?
A full term ahead. The mentor conversation can happen in a week; the affiliation agreement, the CastleBranch file, and a host system's onboarding are what stretch, especially at a site new to Excelsior.
Is a graduate practice experience direct patient care?
No. At the master's level it is indirect care: education, informatics, quality, or leadership work built around a project and its deliverables. You observe, analyze, build, and present as a licensed RN, without a patient assignment.
