Setting up your Excelsior practice experience in California

California has more places to do an Excelsior practice experience than almost any state, and more gatekeepers between you and a signature. This page covers the mentor, the site, and the compliance file, in the order they come up.

California is not an NLC member (Nurse Licensure Compact). Excelsior practice experience is indirect care, 135 hours for an MSN capstone and about 90 for RN to BS.

Three things you have to produce, and nobody hands you

Excelsior does not place you. The university states that no clinical instruction is provided in any School of Nursing program, so the mentor, the host site, and the project all come from you. Faculty approves what you bring rather than assigning it.

A practice experience is also not a clinical rotation, and it is not direct patient care. Excelsior's graduate tracks sit in education, informatics, and leadership, which changes who your mentor should be and what site makes sense. See how the two differ.

What you are assembling

  • A mentor. A master's prepared professional whose expertise matches your specialization, willing to volunteer time and be named on your paperwork.
  • A site. An agency, hospital, school, health department, or company that will host you and sign an affiliation agreement.
  • A project. Independent work your mentor and faculty both agree is worth the hours. See the capstone project.

The Board of Registered Nursing, and why the site will check your license

Registered nurses here are licensed by the California Board of Registered Nursing, part of the state Department of Consumer Affairs, at rn.ca.gov. Licenses renew every two years through the state BreEZe system, and an active renewal requires 30 contact hours of continuing education plus a fingerprint submission dated on or after January 1, 2014. If your only fingerprint record is older, the board holds the renewal until valid results post.

Anyone can look you up. Host organizations verify standing through the Department of Consumer Affairs license search, and most do exactly that before letting you into a building or a records system.

One California specific: the state is not a Nurse Licensure Compact member. A multistate license from a compact state does not extend here, and a California license does not extend outward. Who can mentor you here, and where those people work

Excelsior wants a master's prepared mentor with real expertise in your specialization. Faculty approves your nominee, it does not supply one, so the search is yours. Match the person to the track, not to a job title.

Where mentors sit, by track

  • Nursing education. Faculty and staff development educators at California State University campuses in Long Beach, Fullerton and Fresno, at San Diego State and San Jose State, at Samuel Merritt University in Oakland, Loma Linda University and the University of San Francisco. Community college nursing programs and hospital nurse residency departments also employ people who do curriculum work daily.
  • Nursing informatics. Clinical informatics teams inside Kaiser Permanente, Sutter Health, Providence, Dignity Health, Cedars-Sinai, Stanford Health Care, UC Davis Health, UCSF Health, UCLA Health and Sharp HealthCare. California also runs regional health information exchanges and a statewide data exchange effort, and health technology employers around the Bay Area and San Diego hire nurses into analytics roles.
  • Nursing leadership. Nurse managers, quality and magnet coordinators and chief nursing officers at Adventist Health, MemorialCare, Hoag, John Muir Health, Cottage Health in Santa Barbara and Kaweah Health in Visalia. County public health is the same work in a different setting: the Los Angeles County and San Francisco departments of public health, Riverside University Health System, and the California Department of Public Health in Sacramento.

A local angle that makes the ask easier

California was the first state to write unit by unit minimum nurse to patient staffing ratios into hospital regulation, enforced by the California Department of Public Health. Staffing, acuity and compliance carry unusual weight here, so a capstone aimed at those problems is work a director wants finished rather than merely tolerates.

The site, the affiliation agreement, and CastleBranch

A willing mentor is not a willing site. Large California systems route student placements through a central education or academic partnership office, and that office, not your mentor, decides whether an agreement gets signed. Smaller employers, county departments and technology companies often have no process at all.

Excelsior needs an affiliation agreement between the university and the host organization before hours count, and these take time. Legal review at a large health system is measured in weeks, and your graduation date does not speed it up. Open the conversation a full term ahead.

Compliance runs through CastleBranch: background check, immunization and titer records, TB screening, a current BLS card, often a drug screen, plus whatever the site adds. The hours, and the question of working remotely

Each MSN capstone carries 135 practice experience hours, completed with an approved mentor and tied to your project. RN to BS is lighter, roughly 90 hours, split across two 45 hour courses. See RN to BSN practice experience and practice experience hours.

Plan backward from the total. At eight hours a week, 135 hours is about four months of steady work, and California commuting, whether across Los Angeles County or in and out of Sacramento, is a scheduling input students underestimate.

Indirect care work is portable in a way bedside work is not. Curriculum development, data quality review, workflow analysis and quality improvement can often be done partly from home. Do not assume it, though. Whether any share of your hours counts as remote is a decision your site and your Excelsior faculty make together, in advance and in writing.

Does Excelsior find my mentor for me in California?

No. Excelsior states that no clinical instruction is provided in any School of Nursing program, and that extends to sourcing. You nominate a mentor and faculty approves or declines the nominee. It is why students in a state this size still get stuck. The people are here, but nobody is introducing you.

Do I need a California RN license if my mentor and site are here?

Almost always, and the site will check it at the license search before onboarding you. California is not a Nurse Licensure Compact state, so a multistate license from a compact state does not reach here. If your situation crosses a state line, confirm the requirement with the host organization and Excelsior first.

Can my own manager be my mentor?

Often yes, if they are master's prepared, their expertise matches your specialization, and your employer will sign an affiliation agreement. The usual obstacle is the agreement rather than the person, since some California employers decline to host a student for a degree they are not sponsoring.

Is this the same as the clinical hours I did as a student nurse?

No. Graduate practice experience at Excelsior is indirect care built around a project, not a patient assignment. Some students call it a preceptor arrangement because that is the word everyone searches, but Excelsior's term is mentor. See mentor vs preceptor.

What if my mentor backs out partway through?
