Lining up a mentor and a practice-experience site in Pennsylvania
Excelsior does not assign you a mentor or a site, so a Pennsylvania capstone starts with two conversations: one with a master's prepared nurse who will guide your project, one with an agency willing to sign an affiliation agreement. Here is where those people are, and how the paperwork moves.
The license Pennsylvania already gave you, and why it matters here
You come into this as a licensed RN, so the regulator that matters is the State Board of Nursing, which sits inside the Bureau of Professional and Occupational Affairs at the Department of State in Harrisburg. Applications, renewals, and verifications run through the Pennsylvania Licensing System, better known as PALS. Licenses renew on a two-year cycle with thirty hours of approved continuing education, including required hours on child abuse recognition and reporting.
Pennsylvania fully implemented the Nurse Licensure Compact on July 7, 2025, so if your primary state of residence is here you can apply through PALS for a multistate license, subject to state and FBI fingerprint background checks. Read the board's compact page before assuming either way. Every host agency verifies your license before you set foot in the building, and a lapsed renewal is one of the most common reasons a Pennsylvania start date slips. Check your expiration the week you register for the capstone, not the week you start it.
Who counts as a mentor here, and where those nurses actually work
Excelsior's requirement is about the person, not the job title. Your mentor is master's prepared, has genuine expertise in your specialization, and agrees in writing to guide and evaluate your project. Faculty approves the nominee you bring forward. Faculty does not go find one for you, and that single fact is the difference between a calm term and a scramble.
The good news in Pennsylvania is density. Between the Philadelphia and Pittsburgh systems, the Lehigh Valley, and the central and northeastern corridors, there are more master's prepared nurses in staff development, informatics, quality, and administration than in most states.
Where Pennsylvania mentors usually sit
- Education and staff development. Clinical education offices at UPMC and Allegheny Health Network in Pittsburgh, Penn Medicine, Jefferson Health and Temple Health in Philadelphia, Penn State Health Milton S. Hershey Medical Center, WellSpan Health in York, Lehigh Valley Health Network in Allentown, and Geisinger in Danville.
- Academic nursing. Faculty at the University of Pennsylvania School of Nursing, Villanova and Drexel, Duquesne University and the University of Pittsburgh, Penn State in University Park, Wilkes and Misericordia universities, Gannon University in Erie, and nursing programs at Community College of Philadelphia and HACC.
- Informatics and health IT. Clinical informatics teams at Geisinger, UPMC and Highmark Health, Independence Blue Cross in Philadelphia, and health information exchanges such as HealthShare Exchange, ClinicalConnect in western Pennsylvania, and the Keystone Health Information Exchange.
- Public health. The Pennsylvania Department of Health in Harrisburg, the Philadelphia Department of Public Health, the Allegheny County Health Department, county health departments in Bucks, Chester, Delaware, Erie and Montgomery counties, and city health bureaus in Allentown, Bethlehem, Wilkes-Barre and York.
- Federal and long-term care. Nurse educators and quality leads at VA Pittsburgh Healthcare System, the Corporal Michael J. Crescenz VA Medical Center in Philadelphia, the VA medical centers in Lebanon, Coatesville and Altoona, and directors of nursing across the state's skilled nursing networks.
The site, the affiliation agreement, and CastleBranch
The site is a separate yes from the mentor, and in Pennsylvania it is usually the slower one. Large systems route student agreements through a central office, so a request landing mid-summer at a Philadelphia or Pittsburgh system will not move at the speed of one landing at a county health department or a community college. Start the affiliation agreement the moment you have a verbal yes, not after your proposal is approved.
That agreement is between the agency and Excelsior, not between you and the agency, which is why you cannot sign your way around it. Expect the host to want your RN license, immunization and TB records, a background check, and sometimes student liability insurance. The hours, stated plainly
Each MSN capstone carries 135 practice-experience hours: one capstone course, one mentor, one site, one independent project, whether your specialization is nursing education, informatics, or leadership and administration. A practice experience is not a clinical rotation and it is not direct patient care. You are doing project work: a curriculum module, a workflow analysis, a quality intervention, a policy draft. Pennsylvania hosts relax noticeably once you say that plainly, because you are not asking anyone to supervise nursing care. It also widens who you can approach, since a nurse manager who has never supervised a student can be an excellent mentor. Some students call that person a preceptor, but the term Excelsior uses is mentor and the role is different. Shape the capstone project so the site can see what it gets.
Remote and hybrid work, and what we will not promise
Pennsylvania is geographically awkward for a lot of students. If you live in Erie, Williamsport, or out along the northern tier, the nearest system with a formal student office may be two hours away. Much indirect-care work does travel: curriculum development, chart review, dashboard design, policy revision, and stakeholder interviews can often be done partly by video and shared drive.
Do not treat that as settled. Whether remote hours count is decided by your site and your Excelsior faculty together, before you start, and it belongs in writing in your practice-experience plan. We will tell you what has worked for students in your region. We will not tell you it is approved. If your mentor or site ends up across a state line, read out-of-state practice experience first.

Do I need a Pennsylvania RN license for a practice experience here?
You need a license valid for practice in Pennsylvania: a Pennsylvania single-state or multistate license, or a multistate license from another compact state, since Pennsylvania implemented the compact on July 7, 2025. The host agency, not Excelsior, checks it. Verify your status in PALS before you promise a start date.
Can I do my capstone where I already work?
Often yes, and in Pennsylvania it is usually the fastest route, because your employer already holds your license record, health screening, and badge. Confirm with faculty whether your direct supervisor may serve as your mentor, and keep project hours clearly separate from paid shifts. Never log the same hour twice.
Who can sign off as my mentor?
A master's prepared nurse whose expertise matches your specialization and who agrees to guide and evaluate your project. Faculty approves the person you nominate, which means the search itself is yours to run. See find a mentor for what we screen for.

Tell your course faculty that same week, then start the replacement search immediately. Pennsylvania replacements are usually findable because the pool is deep, but if the new mentor sits at a different agency the affiliation agreement may have to be redone, and that is what costs weeks. Does Excelsior arrange any of this for me?
Not in graduate nursing. Excelsior states that no clinical instruction is provided in its School of Nursing programs, so the mentor, the site, and the project are yours to secure.
